Dear Mr. Colman,

As

I received your letter of 21st February on the 2nd March and we sent off a telegram the same day. however telegrams seem to take a long time arriving in Hong Kong, I enclose a copy in case it has not yet reached you.

The main reason for urging you to come to the

United Kingdom as soon as possible is that there are urgent questions about the recruitment of staff for the Harbour Department, and until we know how these appointments will be affected by the setting up of the Port Trust it is difficult to make any progrese As an example, I cnclose a copy of minutes on the cubject. I am asking Melmoth to keep you informed of any further develop ents in case you should be delayed in Hong Kong by difficulties of transport.

I should explain that by the time you get this letter I shall no longer be in the Colonial Office, but ny place i bein, take by Mr. R. A. C. North and you had better write direct to him in future.
